HOPE: CatSU Research Agenda

The Catanduanes State University (CatSU), as the premiere institution of higher learning in the island-province of Catanduanes, is committed to create impact in the lives of the Catandunganons, and the Filipino in general. Thus, the University under the Vision of HOPE of the newly-installed President Dr. Patrick Alain T. Azanza shall primarily pursue research endeavors focused on HOPE (Health promotion; Organizational efficiencies and effectiveness; Productivity of economic, social, and cultural systems; and Environmental protection and sustainability).

Part of the mandate by the University President is to ensure that the faculty, staff and students of CatSU do not just conduct researches for the sake of producing scholarly or academic works but to generate new knowledge and innovative technologies that would address the needs of the immediate communities the University ought to serve. In short, the researches of CatSU must find meaningful use among abaca farmers, fisher folks, families, entrepreneurs, cooperatives, agencies, private sector, and peopleโ€™s organizations whom the University is called upon to serve.

 

Collaborative Researches & Meaningful Extension Services

Through this unified research agenda of HOPE, the University President has called upon all faculty, staff and students to join hands and collaborate with all sectors and agencies both in the regional, national and international levels and focus all their academic research efforts towards addressing the vital needs of the island and of the nation, so that we may help attain sustainable economic and social development through responsible and equitable use of our environment and resources. It is imperative to emphasize that even the thesis and dissertation of CatSU students must be directed and aligned with our HOPE Research Agenda.

The University President, during his address to the stakeholders in the launching of the CatSU Knowledge, Innovation, Science and Technology (KIST) Park and the Agro-Industrial Economic Zone, emphasized that the university resources shall be geared towards RIPE (Research, Instruction, Production, and Extension), the four-fold functions of the University, with the main goal of transforming CatSU into a globally competitive research University.

It is in the synergistic efforts of all colleges and units of the University that CatSU shall be able to create the greatest impact and create social transformation in the island and the whole nation. Through rational and laser-focused extension services, the University must be able to present its research outputs to the outside community and use them to help alleviate the living conditions of the people.

 

Research and Publication

Part of the successful creation of new knowledge is the effort to have the academic and research outputs of students, faculty and staff of the University get published in reputable and refereed research journals such as SCOPUS and Thomson Reuters. Rewards and incentives for this purpose had been set aside by the Office of the President. The goal is not only to figure in high-impact journals and to be cited globally, but for every CatSU faculty, staff and student to contribute to the Universityโ€™s quest to be included in the Quacquarelli Symonds (QS) world ranking of universities and be among the CHED Centers of Excellence.

 

PIPERS and Policy development

Through the Presidentโ€™s Initiative on the Popularization of Environmental Research and Services (PIPERS), the University aims to promote good governance and people-centered policy development and decision-making. Thus, PIPERS is working closely with local government units (LGUs) of Catanduanes in its effort to serve as an active learning resource institution (LRI) that can provide science-based technical and research assistance to the policy making bodies in the island and the region.  CatSU has to be in the forefront in protecting and promoting the agricultural and water resources of the island as well as its biodiversity.  Likewise, the University has to promote the development of tourism, culture and the arts in Catanduanes.

 

Intellectual Property and Commercialization

CatSU is moving towards the creation of an Intellectual Property (IP) Desk to protect and promote the intellectual properties of faculty, staff and students.  The research products of the University shall be properly protected and shall be supported should they need incubation process. The whole idea is to popularize and commercialize the research and intellectual outputs of the University through the Corporate Business Office (CBO) so that the proponents as well as the University shall see viable practical applications of all these research and intellectual outputs in the various industries with assurance of equitable and fair sharing in the proceeds, but always taking the interest of the common good of the Catandunganons and the Filipino people as the main agenda.

 

Call to Action

With all these in mind, the Office of the President now calls upon the Deans of all Colleges, as well as all Directors and Unit Heads, including PIPERS, to submit to the Office of the Vice President for Research and Extension no later that November 15, 2021 their respective specific and detailed research initiatives aligned with the HOPE Research Agenda of the University, along with corresponding  budget proposals to be jointly consolidated by the VP for Research and the Director for Research Services for submission to the Office of the President no later than November 30, 2021.
