Catanduanes State University (CatSU) once again has proven its global competence as it takes pride to its another laurel, having Dr. Jimmy T. Masagca, a Professor III of the institution, officially recognized as one of the newest members of the National Panel of Technical Experts (NPTE) by Climate Change Commission (CCC) in a Press Conference held on October 13, 2021.
The new panel of technical experts where Dr. Masagca was included, will be tasked to localize science-based climate action in the Philippines. Dr. Masagca has fields of expertise that include Biology, Aquatic Science, Natural Science, and Fisheries. His winning affiliation includes that of being a Professor III in CatSU, Member of PIPERS (President’s Initiative for Popularizing Environmental Researches and Services Committee (CatSU), Commissioner Member, International Union of Conversation of Nature (IUCN), Commission on Education and Communication (CEC) based in Switzerland, and Scientific Advisor of Pacifictech RTIC Inc. NGO.
“The selection process was difficult, tedious but challenging at different stages; institutional, Regional, and National from 160 shortlisted nominees then finally to 16, based on scientific career, educational background, publications on climate change and community engagement or for exposure from the ground”, Dr. Masagca said in an interview.
The panel of Technical experts went through rigorous interviews with the Climate Change Commission Officials including the Executive Director; Level 2 with Assistant Secretary Paolo Alvarez on climate change, sustainable solutions on climate funds, climate programs of the Philippines, and studies programs completed in the island in the fields of biology, fishery, mangrove, and aquaculture. Dr. Masagca also went through another tier of the interview process where Department of Finance, Secretary Carlos Dominguez, Chairperson Designate of the Nomination, Selection and Appointment Process, dealt on questions about his research and publications that included his 32 journal publications in several countries and 48 non ISI papers.
“The interviews focussed on the policy contributions on biodiversity, climate, environment and conservation initiatives from the numerous funded programs won that also included the grants won from the Commission on Higher Education (CHED), Department of Agriculture (DA), Bureau of Fisheries and Aquatic Resources (BFAR), CHED NAFES, CHED IDG grants, and many more. My initiatives on BIOME conferences, from 1st to the 6th conferences or scientific meetings being brought to the barrios I believe were also one of the winning points”, Dr. Masagca said.
“I feel that what we do here at CatSU on Climate Change Solutions are at par with the country”, he ended. Dr. Masagca holds a degree in BS Fisheries from UP Diliman, MS Biology from De la Salle University, Meritissimus Doctorate in Education from CatSU, and finally impregnated and mixed with CatSU education forming the best combination to work with the locals of the island, the Bicol region, and the country.
Climate Change Commission is the lead policy-making body of the government tasked to coordinate, monitor and evaluate government programs and ensure mainstreaming of climate change in national, local, and sectoral development plans towards a climate-resilient and climate-smart Philippines. #CVecilles
